摘要
当前,就业问题在我国是个重大而急迫的问题。解决当前和近期就业问题的关键在于鼓励创业,通过鼓励创业来促进就业。从总体上说,我国的市场环境是有利于创业的,但也存在许多不利条件。实施鼓励创业的政策,首先要转变思想观念,其次要进一步健全社会主义市场体系,最后还要继续转变政府职能,加强服务功能。
Currently, the problem of employment is important and urgent. The key to solve the problem is to encourage carve-out. Totally, Chinese market condition is propitious to carve-out, yet there are some adverse conditions. To carry out the policy of encourage carve - out, we first change our thoughts, then improve socialistic market system, and strengthen governments' service function.
