摘要
近年来外资为山东省农业的发展发挥了重要作用。但是目前山东省利用外资发展农业存在规模小、来源集中、分布不合理、到位率低等问题 ,这主要是由于国内配套资金不足、外商投资的路径依赖、引资主体实力弱、相关法律法规不健全等因素的制约。因此 ,应当加强农业利用外资的产业引导 ,发挥各地引资优势 ,积极拓宽农业利用外资的渠道和方式 ,加大农业利用外资的政策优惠力度 ,大力扶持农业产业化龙头企业以及加强农业利用外资的项目管理等措施 ,促进山东省农业进一步健康发展。
Foreign investment has played an important role in the development of the agriculture of Shandong Province in recent years. But there are still some problems, such as the small sale, the too concentrated sources, the irrational distribution, the low rate of reached capital, and so on. These are mainly due to the shortages of domestic cooperative capital, the route dependence on foreign investment, the weak ability of domestic enterprises, and the imperfect relative laws and regulations etc.. In order to develop its agriculture, Shandong Province should guild the foreign capital to invest into right industrials, use each local advantage, widen the channels and ways, give more preference to agriculture projects, support the local leading agriculture enterprises and improve the management of agriculture projects.
