摘要
新公共管理打破了旧公共行政由等级制的官僚组织形式所支配的局面,有其显著的进步性。但新公共管理作为当今行政改革的主流思想体系,实践已经证明了它的局限性。从公共管理的发展趋势看,“新公共服务”将是一种新型公共管理模式,因为它具有不同于旧公共行政和新公共管理的特征。
New Public Management(NPM) advances a lot, for it breaks through the stereotype of bureaucratic control. However, NPM's limitations have been tested in practice. A new public management model, named 'New Public Service'(NPS), is expected to substitute for NPM, for it has its own progressive characteristics.
