摘要
回顾以政府自身改革为主的中国政府竞技体育管理方式转变的探索过程,揭示转型时期中国竞技体育事业发展模式的缺陷,探讨转型时期中国政府竞技体育管理方式转变的新趋势,提出政府在转型时期发展竞技体育的新途径:要精简机构,适应市场化需要,改变高度集中的权力运作模式,向社会进行有序的权力让渡,实现公共职能市场化和管理职能社会化,加强体育法制建设,降低体育行政成本以及其他建议。
This paper retrospects the exploration course of competitive sports management of China government, opens out the defects of development model of China sports management, discusses the trend of competitive sports management during transition period and points out the approach of sports development: streamline government organs so as to fit the requirement of market; change the highly centralized power operation mode, transfer the right to society gradually, realize the marketization of public function and socialization of management function, Strengthen legal construction, reduction of cost of sports administration, etc.
