摘要
分析了淮河流域跨界水污染现状 ,提出了非毗邻地区污染物不累积等假定 ,分析了现行的比例配额管理机制在解决淮河流域跨界水污染纠纷中存在的问题 ,并提出了跨界水污染合作协调管理机制 ,对比分析了两种管理机制的优劣。
An introduction is made of the current situation of transboundary water pollution in the Huaihe Valley.With the help of some suppositions,an analysis is made of the problems with the currently-used quota-based managment mechanism in settling the disputes of transboundary water pollution in the Huaihe Valley.It is proposed to establish a cooperative and coordinative management mechanism for transboundary water pollution,after analyzing the strengths and weaknesses of the two mechanisms.Finally,a discussion is made of the factors that affect the implementational results of the cooperative and coordinative management mechanism.
