摘要
农业是个比较利益低、投资风险大的弱质产业,加强农业政策性金融的支持力度,具有重要和长远的战略意义。中国已经加入世界贸易组织,粮棉流通体制改革也已经进入实质性突破阶段,国家将在WTO规则范围内加大对农业的支持与保护力度,这都要求中国农业发展银行(以下简称农发行)更好地发挥其政策性支农作用。本文从分析农发行面临的主要问题入手,并有针对性地提出若干建议,以求对农发行的发展有所裨益。
Agriculture has lower comparatively benefit and more investment risks compare with other industries. There is more strategic meaning to enforce agricultural policy finance's power. After China enters into WTO, the reform of food circulation system is in an important phase, the government will strengthen the support and protection to the agriculture. All those demand ADBC to exert its policies actively. This paper is going to start with the ADBC's problems at present and put foreword several countermeasures to improve its competition.
