摘要
"三农问题"核心是农民问题,农民问题的关键是增收。在现阶段农业发展中,由于受到一系列制度性因素的约束,造成农民收入水平低、增长速度缓慢。在农村经济进入新的发展阶段,通过对农业制度的创新,消除妨碍农民收入水平和收入增长速度提高的制度约束,从根本上解决农民收入问题。
The core of the'problems of agriculture, countryside and farmers'is that of farmers, the key to which is in turn the problem of income. In the agricultural development in the current stage, the restraint of a series of institutional factors results in low income of farmers and its slow growth rate. While the agricultural economy enters the new developmental stage, we should eliminate the institutional restraints hindering the increase in farmer's income and its growth rate through innovation of agricultural institutions, thus completely solving the problem of farmers'income.
