本文阐述了经济全球化的力量对战略规划复兴的影响。政府对此的反映集中在城市之间的经济竞争之上,从而影响了战略规划的本质目标。本文通过研究伦敦、悉尼和新加坡的发展经验,表明这些城市为强化它们“世界城市”的地位而制定战略规划。其中制度安排以及与私人部门的合作,在这些战略中起到了重要作用。
This paper argues the revival of strategic planning in relation to changes in structure of global economic power. The governmental response has been to focus on the economic competition between cities and this has influenced the nature of the strategic planning. Through an examination of London, Sydney and Singapore the paper shows how the future strategies that have been prepared for these cities are geared towards enhancing their 'world city' status. Particular institutional arrangements and the incorporation of private sector influence have ensured the dominance of this approach.
