摘要
作为政治文明的有机组成部分,程序文明必然受政治文明建设进程的制约,同时程序文明作为政治文明建设切入点,又具有自身能动性和发展的超前性,因此政治文明建设应提倡“实体与程序协同发展,程序先行”的策略。其内容主要包括党内民主程序建设,立法程序与司法程序建设以及行政程序建设等几方面。
As a part of the political civilization and conditioned by it, procedure civilization, being the broken- point of the political civilization, has its activity and precedence of itself, so, the political civilization construction should admit the policy of the co—orperating development of substance and of the procedenting orperation of procedure, such as the procedure construction of the party democracy, the legislation, the judiciary and the administration.
