摘要
腐败是党政干部滥用人民权力的结果。实行人民群众的监督是防止和反对腐败的治本之道。人民群众的监督效果取决于是否具备健全的人民群众监督机制。人民群众监督权力、人民群众监督制度、人民群众监督法律三者共同构成人民群众的监督机制。其中落实人民群众监督权力是核心,完善人民群众监督制度是关键,制定人民群众监督法律是保证。
Corruption results from the Party and government cadres' abusing their power and position. Carrying out the masses' supervision is the basic way to avoiding and opposing corruption. The result of the masses' supervision is determined by whether their supervising mechanism is sound or not. The masses' supervising power, their supervising institution and their supervising law construct their supervising mechanism, among which carrying out the supervising power is the core, perfecting the institution is the key and making the corresponding law is the guarantee.
