摘要
总结中国共产党的执政规律,改革和完善党的领导方式和执政方式,是党的十六大在民主政治建设和党的建设方面提出的重大任务。是落实“三个代表”重要思想的内在要求。从中华人民共和国成立到进入新世纪,中国共产党执掌全国政权已达半个多世纪,期间经历了大风大浪的考验,积累了宝贵的经验。历史地、全面地考察党执政的特点,总结中国共产党执政兴国的基本经验和基本规律,对加强党的执政能力建设.提高党的领导水平和执政水平,巩固党的执政地位,是绝对必要的。
Summing up the holding power rule of the Party, reforming and completing the Party's leading model and taking power model are the important task about the constructions of democratic politics that the Party put forward in the 16th National Congress of CPC, as well as are the internal demand for carrying out the important thought of 'the three representatives', Since the founding of PRC the Party has been in state power for more than half century, while it has undergone the test of great storms and accumulated much valuable experience. It is necessary for strengthening the Party's holding power ability, enhancing its leading and holding power level and consolidating its holding power position to historically, allover investigate its holding power feature, sum up its basic experience and rule for holding power and rejuvenating the country.
