摘要
新中国在计划经济体制下形成的技术观，在20世纪70年代中期“中国科学院汇报提纲”中已受到冲击，经过全国科学大会的召开及全国性的“世界新技术革命”和“全国技术发展战略思想”的研讨，开始发生变革。新技术现是在国家体制发生变革中形成的，具有开放性、前瞻性，是对工业化时期技术现的扬弃。
The technical view formed during the period of planned economy started to change under the impact of 'The Outline of CAS Report' in mid - 1970s. Thorough changes started to occur after the Science Conference in China was held and the national discussion about the new technical revolution and new ideas of technical development was conducted. The new technical view was formed in the period when China was undergoing some reforrns in national systems. It is characterized with features of being open and predictable, discarding the old and out - of- date and carrying forward the useful and practical parts of the technical views of the world new technical revolution period.
