摘要
农村剩余劳动力的转移是经济发展的必然趋势 ,更是解决中国“三农”问题的最主要途径。如今我们虽对许多国家农村劳动力转移的经验无法直接照搬 ,但对其内在机理的剖析 ,仍能带给我们许多有益的启迪。在改善劳动与就业环境方面 ,国际劳工组织的大量富有成效的工作 ,如重视劳工人权、重视劳动保障、技能培训等对我国劳动就业市场的建设 ,既有较强的政策指导意义 ,又有很高的实际应用价值。
The shift of rural surplus labour force is the inevitable tendency in development of economy, and is the most important method to solve “three agricultures” in China. Though we cannot directly follow their experiences in shifting the rural labor force in many countries, it is still of great benefit to have an analysis of its internal rules. As far as the improvement of labor and employment situation concerned, the large amounts of effective work done by the international labor organization such as the emphasis of labor human rights, the labor support, skill training, is of great significance in policy instruction as well as of high practical value for the construction of the labor and employment market in China.
