世界普遍规律与国情有机结合,形成中国城市化模式:坚持大中小城市和小城镇协调发展,走中国特色城镇化道路。它是完整意义上的主动式、内生型现代化的必经阶段以及第三步发展战略的科学选择;同时也是“三农”非农化转移的根本出路、城乡融合的有效载体和全面建设小康社会的核心工程。
