摘要
通过对科研项目评估方法的系统研究,对空间科学和空间科学工程项目的内在特性进行了分析,对定性与定量结合的评估方法应用进行了分析,应用层次分析法对空间科学工程项目立项建立了5个一级评估指标,13个二级评估指标、41个三级评估指标体系,判断矩阵和模型,并应用实例进行了检验。
Through systematic research on the Assessing Method of Sci-tech Research Project,especially the intrinsic characteristics of the Space Science Research Project.This article analyzes the practical application of assessing method and assessing theory.Basing on Analytic Hierarchy Process(AHP),the Assessment Model is established for the project establishment.5 level-1 indexes,13 level-2 indexes,and 41 level-3 indexes are selected carefully.On basis of these indexes, a matrix is obtained.The mathematic value is obtained based on the subjective estimation of the experts from the same field.And some mathematic disposals are made.This article has applied the model into the assessment of the Project establishment.The correctness and feasibility of the model has been proved.
