摘要
当前,全面贯彻落实党的十六大提出的建设“终身学习的学习型社会”的号召,迫切要求我们把创建学习型城市作为一项重要的、具有战略性意义的工作进行探索和实践,这是形势和任务的要求,实现城市跨越式发展的需要。
At present, in order to carry out and fulfill the call of 'a society for lifelong study', which was put up at the 16th National Congress of the Communist Party of China, it requires us to explore and practise the setting of 'a city of study' as an important and strategic task. This is the appeal from the present situation and task, and also the demand for the spanning development of the city.
