摘要
我国劳动力市场无序现象的原因主要有四大方面:一是我国劳动力市场形成与发展中的复杂性;二是我国劳动力市场的培育有一个自发、被动到自觉、主动过程且历史短暂;三是造成了我国劳动力市场的多重分割的主要因素是制度与政策;四是劳动力市场行政管理水平不高。提出的对策建议是:第一,要重视对劳动力市场运行规律的深入研究;第二,完善劳动力市场建设的法律法规;第三,提高政府对劳动力市场调节能力;第四,塑造合格的劳动力供求市场主体。
The disorder of our country抯 labor markets can attribute to four main reasons:the first is the complexity in the formation and development of the labor markets;the second is that the cultivation of the labor markets enjoys a short period spanning from spontaneity and passivity to consciousness and initiative; furthermore, there are institutions and policies which primarily lead to the multi-segmented labor markets;the last is that the labor markets administration is on the low level. So we put forward four suggestions:to emphasize research on the current mechanism of labor markets; to improve rules and regulations on the construction of labor markets; to better the government抯 competences in regulating labor markets; to mold eligible labor supply and demand subjects.
