摘要
剖析了统计信息质量低下的影响因素 ,即市场机制的不完善、市场缺陷、法律惩罚力度不够、信用缺失等 ,在此基础上提出了构筑统计信息质量保障体系的一些看法 ,如建立内部约束机制、建立和完善外部监督机制、建立以诚信为目标的机制、建立以人为本的机制等。
This essay analyzes the influential factors which result in the low quality of statistics information, namely, the imperfect marketing system, disregard of credit, market defect and unenough punishment dynamics in law, etc. Based on the above-mentioned current situation, the author puts forward a new theory-reconstructing a new system which helps guarantee the quality of statistics information, for example, constructing and improving external supervision system, constructing the system that takes sincerity as goal, constructing the system of people first.
