摘要
转变政府职能是完善社会主义市场经济体制的必然要求。完善社会主义市场经济体制的首要问题是确立"有限政府"、"有效政府"、"服务政府"的新理念;转变政府职能的核心内容是改革审批制度。
Transformation of the functions of governmental agencies is a necessity for the improvement of the economic system in the socialist market. The most important thing to improve the economic system is to set up some new conceptions like government of limitation, government of efficiency, and government of service. The core content of the change is to reform the system of examination and ratification.
