摘要
我省公费医疗管理改革工作是在全国洛阳会议和吉林会议之后起步的。在改革中,我们主要针对公费医疗由国家大包大揽、医疗提供者和医疗享受者缺乏费用意识和节约观念,导致医疗经费、卫生资源严重浪费的弊端。
1. Implement 'dual management and responsibility system' in order to reform themanagement system of public medical service. 2. Raise the hospitals' responsibility ofparticipating in the management of public medical service. 3. Properly link publicmedical service with the consumers' personal economic interests, this is a veryeffective measure to control the rising of medical expenditure. These measures areimportant to gradually building up and perfecting the management system and haveachieved considerable effects, for example, during the 7th 5-year plan period thepublic medical expenditure level and the per-capita yearly increase in public medicalexpenditure were both lower in Shanxi province, as compared with north China andthe whole country.
