摘要 分析燃煤电厂烟气脱硫治理费用的构成及新老机组、不同工艺在治理费用方面的区别;以主流烟气脱硫工艺即典型的石灰石-石膏法烟气脱硫工艺为对象,以煤的含硫量为0.5%、1.0%、2.0%为测算分析条件,以现行的国家及行业规定的有关财务费用、税收及取费标准等规定为依据,测算单位SO2控制费用及单位千瓦时SO2控制费用;对测算的结果进行不确定性、敏感性等的分析;得出投资约占总成本费用的45%、煤的含硫量对电价增量的敏感性较小、而对脱除每千克SO2经济性的敏感性很大的结论;提出烟气脱硫应当首先在高硫煤电厂进行,烟气脱硫的合理成本应计入电价,积极促进排污交易以降低SO2排放总量,加强对烟气脱硫设施监督管理等的建议。 This paper analyses the constituents of flue gas desulfurization (FGD) cost of coal-fired power plants and the distinction of FGD costs between new and old generating units and between different technologies;with the main trend FGD technology, i.e., typical limestone-gypsum method FGD technology as object, with the sulfur contents in coal of 0.5%,1%and 2% as the guess and estimate conditions, with the relevant financial cost, tax revenue and cost standard etc. current stipulations set by the state and industries as basis; guesses and estimates the unit SO2 control cost and SO2 control cost per kWh, carries out the analysis of uncertainty and sensitivity based upon the guess and estimate results; reaches the following conclusions: the investment accounts for about 45% of the total cost, the sensitivity of sulfur content of coal on the increment of electricity price is smaller, while the sensitivity on the economics of per kg of desulfurized SO2 is very big; and puts forward the following suggestions: FGD should be implemented firstly in high sulfur coal-fired power plant, the reasonable cost of FGD should be reckoned into electricity price, pollutant emission trading should be actively promoted to reduce total SO2 emission quantity, and the supervision and management of FGD facilities should be strengthened etc.
