Achievement-assessment is a process in which many scientific approaches are being used to test and evaluate staffs working behavior and practical results. The examiners should notice the elements affecting this assessment, and know rules they should obey in that process. If one knows the result of achievement-assessment, he can tell the staff of what benefits they will obtain and so win their support for the work. An assessment of achievements is quantified and analyzed with the North Station of Kunming Railway Bureau as an example.
