摘要
区域经济的增长和产业集聚是相生相伴的。一般情况下,较高的税收政策将不利于产业的区域集聚,较低的税收将会吸引产业集聚。但是,如果在该区域实施积极的财政政策对降低生产部门的生产成本更有效时,即使是采用较高的税收政策,也将会有利于产业向该区域集聚。即如果区域产业集聚产生的集聚性地租足以阻止这种税收上升带来的损失时,较高的税收也将有利于产业的区域集聚。
The agglomeration of industries is always accompanied by regional economic development. In general, more revenue may discourage agglomeration degree of industries. Industry clusters in some area decrease the average cost of those industries. Industrial cluster has special relationship with regional fiscal and levy policy. But, if the regional agglomeration rent of industries could decrease loss of risen levy, higher revenue can bring benefits to regional industry cluster.
