摘要
改革开放以来,随着我国城市化和工业化步伐的加快,大量征用了农民的土地,并产生了为数众多的失地农民。失地农民失地失业,未来生活缺乏保障。在征地过程中,如何保障失地农民的合理利益?如何确定对失地农民的合理补偿?本文针对这样一个问题,分析了土地换保障的理论基础,以及失地农民的合理利益结构和保障成本,并进一步分析了上海市"小城镇保险模式"的积极意义及完善对策。
In China, A great deal of farmers' land are expropriated by local government in the process of urbanizaion, These peasantry of lose their land not only lack of employment opportunity in city's industry and service department, but also lack of social security. How to ensure the rational benefit of lose land's peasantry and stipulate for rational compensation for this peasantry in the process of Urbanization ? This paper aims at this problem, analysis the theory base of 'Land Trade Security',and analysis the structure of rational benefit of lose land's peasantry, in the end, this paper points active meaning of Shanghai's 'social security model of small town',and also puts forward some suggestions to perfect the 'social security model of small town '.
