摘要
本文针对高速铁路建设实施过程中的关键环节,以改革建设管理体制为主线,找出推动建设良性运转的突破点,提出建议措施,以期加快我国高速铁路建设的实施进程。
This paper aims to find out breakthrough points to speed up the implementation of high speed rail construction. It focuses on the crucial links in the implementing proeess and makes recommendations on measures with the reform of the construction management system in the highlight.
