摘要
建立科学、有效的评价机制,必须改进同行评议制,改革评价制度和方法,其中最主要的是要建立一流的,至少是让学界信任的评审专家队伍;对专家评价的辅助工具———间接指标,要科学分析、正确对待,以发挥应有作用。
We should improve appraising system of the same trade and reform appraising mechanism and methods in order to establish scientific and effective appraising mechanism,but to build up first class specialist ranks of specialist ranks that are at least believed by academic circle is a most fundamental principle.We should analyze scientifically and deal with correctly the indirect target with the aim of its prominent role.
