摘要
依据工业重大危险源 (重大危害设施 )定义 ,引申定义漂流旅游重大危险源。以国家旅游局的相关规定为漂流旅游重大危险源辨识基础 ,应用安全系统工程原理 ,综合考虑人、机、环境、管理等因素 ,对系统的重大危险源进行辨识。由于各相关因素之间的相互影响 ,各因素对总体——漂流旅游重大危险源风险评价的影响 ,采用层次分析方法建立层次结构模型 ,构造判断矩阵 ,进行层次排序和一致性检验 ,从而建立漂流旅游重大危险源风险综合安全评价体系。
Based on the definition of major industrial hazard installations, this paper extends the implication of the definition to that of major hazard installations of the drifting tourism. As is known, drifting tourism is of a special kind of tourist activities, which involves more latent dangers than other tourist forms. Therefore, it is imperative to lay down particular safety rules for their successful going. Taking the regulations concerned of the state tourism bureau as the basis for evaluating the risks in drifting activities, the author of this paper has applied the safety engineering principle with the systematic exploration of the influential factors, such as drifting tourists, drifting facilities, environment and managements, and distinguished chief hazardous factors involved in drifting activities. Furthermore, since it is indispensable for us to obtain a quantitative result available for analyzing the real relationship between different factors so far listed, which may exert their effect on the final assessment, that is, the risks of drifting activities, the paper has adapted the method of AHP to its construction of the hierarchy model, and then, to creating the decision matrix based on the extent of interdependence to conduct hierarchy sorting and interconsistency checking that can assure the decision uniform. In the end, the author has built up an available safety evaluation system to assess the major hazard installations of the drifting tourism.
