摘要
应尽快制定全国统一的《文件检验鉴定程序规则》;组织制定全国统一的《文件检验鉴定技术标准》;进一步规范文件检验鉴定文书的制作;强化文件检验鉴定人出庭作证的意识,提高出庭作证的技巧;正确认识文件检验鉴定结论的作用,不能单以鉴定结论决定判决结果。
This paper discusses that we should enact uniform 'Regulations for Documents'Inspection and Identification Procedure' and 'Technical Standards of Documents Inspection and Identification' as soon as possible, make more efforts to standardize the production of appraisal certificate, to enhance the inspector or identifier's awareness of serving as a witness at court and improve techniques at court. Moreover, we should have a correct understanding of the role of expert's conclusion and shouldn't regard it as the judgment of a court.
