摘要
本文认为,国家根据《矿产资源法》实行矿产资源有偿开采,征收矿产资源补偿费,一是有利于促进矿产资源的合理开发利用;二是有利于增加地勘投入,加强地勘工作;三是有利于建立适应有计划商品经济要求的地勘工作体制和运行机制;四是有利于理顺矿产品价格,发展矿业生产。文章还就矿产资源补偿费的征收与管理提出了建议。
The authors hold that the levying of compensationalfees for mineral resources exploration by the state according to the 'Mine-ral Resources Law' has the following advantages: 1) it conduces towardsrational exploitation of mineral resources; 2) it helps to increase input ingeological exploration for further development; 3) it may promote theestablishment of a new working system and a new operational mechanismfor the geological prospecting units to cope with planned commodityeconomy; and 4) it is beneficial to straightening up the prices of mineralproducts so as to spur up the mining industry. Suggestions on improvingthe levying and management of such fees are included.
