摘要
高层次人才资源是振兴东北老工业基地的第一资源。由此,从人才对东北老工业基地振兴作用的角度对高层次人才进行了界定,并提出了加强高层次人才队伍建设的三大措施,具体包括加大高层次人才的引进力度,建立有较强吸引力的人才集聚机制;优化高层次人才的使用与激励机制,构建高层次人才安全工程;加强高层次人才的培养力度,为高层次人才队伍不断输送后备力量。
The senior talents are the most important resource in revitalizing the old industrial base in Northeast China. A definition is given to senior talents from the angle what role they will play in the revitalization. Three measures are suggested to take for the cultivation and employment of senior talents, i.e., step up more efforts to introduce senior talents into Northeast China so as to establish on attractive aggregation mechanism to absorb them, optimize the incentive mechanism of senior talents to enable them to stay voluntarily in their professional jobs within the region for long and strengthen the cultivation and education of senior talents so as to provide them uninterruptedly for the revitalization.
