摘要
政府属性一直是政治思想家们探讨的焦点,在当前的时代背景下研究这一问题意义更加突出,市场经济要求摆正政府的位置,理顺政府与企业和非政府组织的关系,加入WTO要求政府规范行为,按国际规则办事,因此,公共政策、公共管理、公共行政及一系列有关“公共”的话题成为显学。本文试图从源头上找寻政府属性的本真,顺应时代潮流确立政府的公共属性。
Government attribute has always been the focus for political thinkers. The research of the issue is much more outstanding especially in modem times. Market economy requires the government to set its position properly and put the relationship between government and enterprises as well as non -government organizations in good order. The entry into WTO asks the government to behave itself and function according to international regulations. Therefore, a series of topics about 'public' become popular, such as public policy, public management, public administration, and so on.
The article intends to find the essence of government attribute from the source so as to establish the public attribute of the government according to the current of time.
