摘要
对 BOT和 PFI两种模式进行了比较 ,从两种模式产生的历史背景、基本要求、适用范围、融资形式及采购程序等方面进行阐述和分析 ,并着重说明了 PFI模式中一些特殊内容 ,以推动 PFI在我国的发展 ,提高我国公共服务设施建设的管理水平。
This papermakes comparison between the two project modes in terms of basic definition,historical background, scope, and finance form and procurement procedure. In addition, special emphasis is also given to some unique feature in PFI project, and accelerate the development of PFI in china and improve the management level of the construction of infrastructure of china.
