摘要
"三农"问题是我国长期推行城乡二元治理结构,城乡资源配置严重失衡,工业化、城市化过程中过度提取农村发展资源的结果。治理"三农"问题,必须实施以加快城市化为主的空间政策,推动人口从山区向平原、农村向城市、内地向沿海集中,实现人口与国土空间资源的优化配置,提高国家经济发展的总体竞争力;实施以加快产业化为主的产业政策,切实增加农民收入,推进农业现代化和农村工业化,并为农村人口实现空间迁徙奠定物质基础。
The problems of farmers,rural areas and agriculltural development are the result of duarl-factor harness in rural and urban areas,the imbalanced resource allocation in the two areas,the excessive claim over rural resources in the process of industrialization and urbanization.To solve these problems,it is necessary to adopt spacial policy focusing on urbanization,thus to make the shift of population from mountain area to plain area,from rural area to cities,from the inland to coastal area.Optimize the allocation of land among the population as a whole and improve the economic competition power.It is also necessary to carry out industrial policy focusing on speeding up the process of industrialization,thus to increase the income of rural population,promote agricaltural modernization and rural industrialization,and lay a solid foundation for the shift of rural population.
