摘要
在非关税壁垒中由技术标准构成的技术性贸易壁垒是近年来国际贸易战的主要手段 ,各国纷纷制定国家的标准战略。以私权为特征的知识产权与技术标准这类公共产品融为一体 ,其存在的合法性和合理性及其运行机制对我国的产业发展会有什么影响 ?应该引起我们的关注和研究 ,以寻求适合我国实情的应对策略。
Among the non-tariff barriers, technical trade barriers composed of technical standards are the major means of trade wars in recent years. The national standard strategies of different countries have been made in succession. Intellectual property bearing the character of private right incorporates with technical standards, the public products. What influence will be imposed on the industrial development of China by the validity and reasonableness of its existence, and the operating mechanism thereof? Attention and research shall be conducted to track down the corresponding policies applicable to the actual situation of China.
