摘要
从历史和能力的角度探讨了国家创新系统国家层面上的意义,认为企业的创新动力(能力)和知识型产品的流动是这一概念至关重要的两个方面;企业创新能力的培养和知识型产品流动障碍的降低必须更多地由企业等主体共同做出,而不是政府的能力所能及的。
The significance of the national innovation system (NIS) on the nationwide level is dealt with from the historical and competence viewpoint. It is considered that the motive force (competence) of the enterprise and flow of the knowledge-type products are two aspects of great significance concerning this concept. The fostering of the innovative ability of the enterprise and reduction of the flow barrier of the knowledge-type products, which is beyond the capability of the government, must be dominantly performed by main units like enterprises, etc.
