摘要 扁平化经营管理的主要特征是精炼经营管理层次,缩短经营管理通道和路径,扩大经营管理的宽度和幅度。西方商业银行分行的主要职能是拥有对下辖支行的部分管理权,推广总行设计的产品,扩大市场份额,赚取利润;支行的主要职能是进行市场营销,扩大市场份额,争取优质客户群体。二级分行经营管理扁平化要从营销结构、指挥结构、业务支持、内部控制四个方面进行重组,按照凸出二级分行在城区的经营职能的思路,设计城区营销通路结构扁平化的架构体系。改革过程中应循序渐进,先易后难;合理确定管理的层次和幅度;重视扁平化管理的信息沟通方式创新;创建良好的二级分行扁平化经营管理环境。 The main characteristic of operation and management flattening is to refine the executive tier, shorten operation and management passages and paths and expand the width and extent of operation and management. In western countries, branches of commercial banks are chiefly responsible for exercising managing sub-branches under their jurisdiction, pushing the sales of products designed by the head offices, enlarging market shares and earning profits; while sub-branches are chiefly responsible for marketing, enlarging market shares and winning over reputable customer groups. To flatten operation and management of secondary branches, restructuring should be done in the following four aspects: marketing structure, command structure, business support and internal control. The structure of marketing channel to be flattened in the city proper should be so designed as to highlight the operational functions of secondary branches. For the purpose of creating a good environment in which secondary branches can conduct flattening operation and management, reform should be gradual and in order of difficulty, management depth and extent should be determined reasonably and communication innovations should be stressed in flattening management.[
