摘要
西部开发是国家社会经济发展战略的大调整。但从世界历史发展的角度看 ,西部开发又是落后地区主动融入世界历史发展进程的主流的战略抉择。对西部来说 ,这种主动与国际惯例接轨 ,融入日趋一体化的世界经济的战略抉择 ,必然面临不可避免的制度选择 ,制度的推陈出新或者说是制度创新 ,是西部开发能否以最小的社会成本取得最佳社会经济发展的关键。东南亚工业化国家兴起进程中的制度创新 。
The big Westward Exploitation is a big adjustment of social economy development stratagem of China. On the other hand, from the prospective of world history process, the Westward Exploitation is a big stratagem choice of the underdeveloped areas which take actions to be part of the mainstream of world history. In order to gear to international standards and to be part of the world economy, it is necessary for the underdeveloped areas to innovate their systems. System innovation is the key step to make a big social economy progress at the least social costs.The system innovation of the Southeast Asian industrialized nations supplied some precious revelation for the Chinese Westward Exploitation.
