摘要
分析了城市轨道交通综合安全管理体系目标、原则、内容、机构和职能。立足于城市轨道交通的特点和我国城市轨道交通行业发展的实际水平 ,提出了建立城市轨道交通综合安全管理体系的相关建议 :完善法制法规建设 ;完善独立于运营企业的安全监管机构设置 ;建立科学规范的设备质量安全要求体系 ;强化安全审核和评估工作 ;强化安全教育。
In view of the characteristics of UMT and the practical development of UMT in Chinese cities,this paper analyzes the aim,principles,contents,organizations and functions of the integrated safety management of UMT,argues that laws and regulations,safety supervision organizations,scientific standards of equipment quality,safety check and evaluation as well as safety education are the basis for integrated management.
