摘要
“黄宗羲定律”怪圈是一道历史难题,我国政府机构改革也面临这一道难题。要突破怪圈,切实精简机构人员,必须更新行政管理理念,进一步转变政府职能,建立健全社会保障体系,实施改革的系统工程。
The vicious circle of “Huang Zongxi Law' has been a difficult problem in history.At present,our country is faced with this problem in the restructuring of government departments.To break this vicious circle,simplify administrative structure and cut the staff,we must update concepts for administration,further change government functions,establish and improve the social security system,etc.
