摘要
研究了电力市场的发电和输电中期规划模式。根据中国电力市场和电网结构的特点,提出了节点输电电价和建立当地电价系统的建议;推荐采用“统一规划、发电投标决策”和“参考规划、发电自主决策”规划模式协调输电和发电规划。
The mid-term generation/transmission expansion planning model in environments of power market is studied. According to the characteristics of Chinese power market and power network structure, some suggestions on realizing nodal transmission pricing in China and setting up a local pricing system are proposed. In order to coordinate the generation/ transmission planning in China, it' s also recommended to implement the generation bidding decision with centralized generation/transmission expansion planning, as well as the independent generation decision for the reference of planning.
