摘要
长期以来 ,环境经济学家一直主张在环境政策中更多地发挥经济动力的作用 ,其中排污权的确立及其交易即为其中一种重要方法。排污权的理论来源于经济学家对环境问题成因的分析 ,认为环境问题是由于市场的负外部性而导致的 ,排污权是作为解决环境问题的药方被开出来的。虽然排污权的确立及其交易对环境保护而言存在一定的局限性 ,但较好地协调了经济发展和环境保护的矛盾。
The theory about the emissions right originated from the analyses of economists on the causes of environmental problems.Economists think that environmental problems are caused by the externalities of the market and the emissions right was proposed as a remedy for the environmental problems.Although the establishment of such a right and the trade of such a right have its own limitation to the environmental protection,it helps to harmonize the conflicts between economic development and environmental protection.
