摘要
贵州花江喀斯特峡谷区,河谷深切,环境封闭,耕地质差量小,人口压力重,资源开发强度高,环境退化十分严重,社区发展水平低下,生态环境治理与社区发展矛盾尖锐突出。采取有效措施促进社区的可持续发展,加强社区对生态环境治理与保护工作的参与,并使之受益于治理、保护的成果,使生态环境治理与社区发展相互协调将是今后本区的主要发展方向。为此,必须重视社区发展需求,建立社区公共资源管理体制和社区集体经济组织,加强农业技术投入,并通过政府行为,采用经济激励方法和综合措施,调动社会力量,进行生态环境治理,使生态环境治理与保护成为一种社会行为,才能确保社区发展与生态环境的协调。
In the karst gorge area of Huajiang, river valley slice is deep, the environment is close, and cultivated land is poor and small in quantity. The population pressure is heavy. The intensity of resources exploitation is high. The environment deterioration is very serious. The level of community development is low. The contradiction is sharp between the ecosystem control and community development. The main development direction of this area is to take effective measures for acceleration of community development, to enhance the community' s participation in ecosystem control and protection, to benefit from the results, and to coordinate the ecosystem control and community development. For this purpose, attention must be paid to the needs for community development, establish ment of the system of the public resources management and the collective organization of community and increase input of agricultural technique. Economic incentives and comprehensive measures are used for the ecosystem control and protection.
