摘要
西部大开发背景下,政治经济因素、民族政策因素、教育政策因素等民族教育政策的环境因素正在发生着变化,引起民族教育政策的价值取向随之转型,即从单一重视优惠政策转向特殊政策与优惠政策并重。在此基础上,西部大开发背景下民族教育政策的内容包括特殊政策与优惠政策两个体系。
Under the background of developing western China,the environmental factors,which include political and economic factors,and national and educational policy factors,are changing.This causes the change of orientation of value——from attaching importance to the preferential policy to attaching importance to both special and preferential policy.
