摘要
治理理论是当代有关政府和行政改革的前沿课题,它的理论渊源应追溯至西方20世纪六、七十年代的极端自由主义思潮和公共选择学派。治理理论的根本精神是契约观念和效率精神,它对于我国的政治和行政改革有一定的启示意义。但是其适用性并不是无条件的,由于它背后的意识形态倾向、中西方发展阶段的不同以及政治文化的差异,这就决定了我们在借鉴治理理论时,必须要有所鉴别,有所抉择。
As a front topic about contemporary government and administration reform, the governance theory's origin could be carry back to libertarianism and the school of social choice. The essence of the governance theory are the ideas of contract and efficiency, which may reveal something valuable for the Chinese government and administration reform? However, its applicability is not unconditional. Because of the ideological inclination behind the governacne theory and the differences in development phrase and political culture between the west and China, we should discriminate advantages and disadvantages of the theory when we apply it.
