摘要
SARS在中国和世界的流行从一场公共卫生危机变成了具有多重意义的复合型危机,这场危机是对中国新一届政府的一次严峻挑战。如何有效解决SARS危机,也是对转型期中国危机管理体系的一个考验。文章首先从危机管理的角度分析了SARS危机在中国的演变过程和三个特点,然后提出了当代中国危机管理体系的一个基本框架,并结合抗击SARS危机对政府功能、媒体与公众沟通、社会网络以及法律框架等四个方面对这个体系进行了详细的分析。
The spread of SARS in China as well as the world has created a global public health crisis with multiple implications. How to control SARS has not only become a test of leadership for Chinese government, it has also created a challenge for China's crisis management system. This paper first analyze the evolution of SARS crisis in light of the crisis management framework, three salient features of SARS crisis were identified. Then, a general framework of crisis management is proposed. Four major components are discussed in details, the role of government, media and public communication, social network, and basic legal framework. Finally, some general lessons from the SARS crisis are discussed.
