摘要
"三农"问题的形成有其深刻的历史渊源,本质是一个法律问题,即如何全面有效地保障农民权利的问题。解决三农问题必须从法律制度的构建入手,通过全面推进农村法治建设,确保农民的基本国民权利得以实现,从根本上消除权利的贫困,实现农村的富裕。
The formation of the problem of 'Three Agricultures' has its profound and historical source, the nature of which belongs to a problem of law,that is to say,it is the problem how to profect the farmers' rights effectively.By promoting the perfection of rule of law and the formation of the legal system in the rural areas,we must solve this problem so as to help the Chinese farmers establish their basic civil rights,to put the rights of poverty out of existence completely and to bring about a prosperous life in the rural areas.
