进入90年代,阿以冲突的形势发生了很大的变化。在1990年发生海湾危机以至随后发生海湾战争以后,到1991年10月末和11月初,在美国的大力促成下,几个阿拉伯前线国家叙利亚、约旦、黎巴嫩以及被占领土的巴勒斯坦人代表同以色列坐到一起,在马德里开成了中东和平会议,并且还将继续举行双边会议和扩大的多边会议,谋求阿以之间各种冲突的解决。局势的这一发展,对中东地区来说具有重大的历史意义。
Upon entering the 1990's the sudden decline of the Soviet Union and thetriumph scored by the U. S. in the Gulf War have had a huge inflence onthe situation in the Middle East. The U. S. is eager to defuse the Arab-Is-raeli conflict so that a dominant position in the Middle East could be fur-ther established for itself. Constrained by its internal difficulties and thedire need of American aid, the Soviet Union is making compromise all the morewith the U. S. in affairs concerning the Middle East and the Gulf region.After Gulf crisis, Arab countries have found their strength seriously weakened,while getting bogged down in a new grave split. In dealing with the nationalistand religious sentiment of the Arab people that has come forth in a deepen-ing upsurgenee since the Gulf War is over, a certain parties of person in powerin Arab countries are harbouring the hope of relying on the U. S. to pushforward the solution of Arab-Israeli conflict. The Arab-Israeli conflict is afocus of attention for world opinions and the parties concerned. After the GulfWar, all of them have come to demand for an expeditious push in the solutionof the conflict. Meanwhile a peace talk sounds also profitable to the Israeli.Consequently, although interests of various parties are not the same, and theyare considering problems from different starting points, it seems that directnegotiation between the major parties concerned from the Arab side andthe Israeli, which will mark a historic turn in the Arab-Israeli conflict,is goingto be carried out in the 1990's. Nevertheless, there are still hazards in thetalk,and it could not be ruled out that there might come up an impasse or evena reverse in the talk. The situation in the Middle East region will continue tobe in turmoil.
