摘要
本文对省(区)发展战略研究中存在的几个重要而又有争论的原则问题,以理论与实践相结合的方法作了论述。首先对主导产业作了界定,指出选择主导产业的注意要点;其次分析了省(区)工业体系的客观存在,提出建立省(区)工业体系的基本构想;再次论证了经济结构趋同的四个影响因素,认为结构趋同有合理成分,不能一概排斥;最后对条件评价主要阐述了社会资源、经济资源和区位条件的内容框架,提出了软环境的概念以及区位分析的三个层次。
The paper discusses some important and arguable probloms by means of combinating theong with practice in the study of the provincial (regional)development strategy.First,it bounds dominant in- dustries and points out key points for selecting dominant industries;second,it analyses the objective existance of provincial industry svstem(PIS)and sets forward establishment of the basic conception of PIS:Third,it discusses the four factors of economic structure towards identity(ESTI),thinks of resonable component of ESTI,and cannot reject it without exception.Finally,it shows the content framework of social resource,economic resource and locational requirement in the conditional esti- mate,presents the ideal of soft environment as well as three hierachy of the Iocational analysis
