1 91 8年 5月上海《密勒氏评论报》刊登了《来自一名俄国无产者的呼吁》。经考证 ,此呼吁是苏俄外交人民委员部 1 91 8年 2月给边区苏维埃指示的改写本。它当是苏俄在华发表的首份文件。将此“二月指示”英文本同后来苏联政府公布的该文件比较 ,发现它虽有改动 ,却保存了俄文本被删除的段落。文本的异同反映了导致删改的情势和策略变化。重新审视和解读根据两种文本大体复原的“二月指示” ,可更清楚揭示其蕴含的意图和重要意义。苏俄政府遣波波夫赴华将呼吁发表于美国人办的刊物可能是联美制日策略的一个措置 ,它得到了某些希图利用舆论工具遏制日本扩张的美国在华报人的支持。
In May 1918, “An Appeal from a Russian Proletarian” appeared in Millards Review in Shanghai. Textual research confirms it as a revised version of an Instruction of the Peoples Commissariat of Foreign Affairs to the soviets in the border area, the first Soviet document known to be published in China. Several paragraphs in the English version were deleted from the Russian version of the February Instruction later published by the Soviet government. The differences reflect changes in circumstance and strategy. Re examination and reinterpretation of the roughly reconstructed version based on the English and Russian versions better reveal their objectives and bearing. M. Popovs publication of “An Appeal” on behalf of the Soviet government in an American journal in China may have been a move in its strategy of allying with the USA against Japan. It was supported by some American journalists in China who sought to curb Japanese expansion by means of mass media.
