摘要
滦河在海河流域是一条唯一开发潜力较大的河流,但泥沙问题很严重。本文从其水资源的战略地位,中下游骨干供水体系、潘家口水库淤积态势以及泥沙输移特性等方面,分析了加速上游地区泥沙治理的必要性、紧迫性。指出,潘家口水库与官厅水库相比有四个不利。目前入库泥沙92%堆入了兴利库容,堆沙库容成了废库容,在泥沙上形成了窄胡同式河道、死胡同式库区这样一个极不利形势。每增加1m^3入库泥沙,的就要相应减少天津工业净产值9.1元,减少唐山工农业净产值0.97元,减少发电0.22度。而实施水土保持措施,每减少1m^3入库泥沙,只需国家投资1.8元。因此建议把滦河上游列为国家水土保持重点治理区,在中央统一组织、扶植下,通过河北、天津、内蒙等各受益方面共同集资,加速实施上游水土保持规划,从而确保滦河水资源开发环境,发挥滦河水资源应有效益。
From the strategic view point of the water resources utilization, it is necessary and urgent to harness the Luanhe River. At present, 92% of silt sedimentation was accumulated in the effective pool of Panjiakou Reservoir, hence the water and soil conservation should be adopted as soon as possible in the upstream area of Luanhe River. The Central Government, Hebei Province, Tianjin City and the Inner Mongolia Autonomous Region, together should collect their funds for water and soil conservation constructions.
